Founded in 1981 by the late William S. Cumby, Sr. and William S. Cumby, Jr., W.S. Cumby provides a full spectrum of professional construction services including construction management, design/build and general contracting. Our client base has grown to encompass a diverse range of building sectors and we are proud to have a long list of repeat clients from the educational, religious, healthcare, commercial, retail, multi-family residential and hospitality fields. We are based in Springfield, PA and proudly serve the Greater Philadelphia and Tri-State areas.

We have been leaders in the Green Building movement for more than a decade and, as a result, have built high-performance buildings for dozens of clients, helping them achieve their goals in a smart, affordable way. We are one of the largest Merit Shop firms in the Philadelphia area and have gained a particularly strong reputation for the extraordinary value of our pre-construction services. In addition, the importance we place on safety has resulted in us being invited back to work in occupied campuses and facilities many times by many repeat clients.

William S. Cumby, Jr.

LEED AP BD+C / Chairman

William (Bill) S. Cumby, Jr. founded W.S. Cumby with his late father, William S. Cumby, Sr., in 1981, served as President from 1998-2019, and now holds the title of Chairman. Bill Jr. has been an active member of his community having served as Mayor of Swarthmore, Pennsylvania, President of the Swarthmore Business District Authority, member of the Swarthmore Planning Commission and trustee of the Swarthmore Presbyterian Church. Additionally, Bill Jr. is a Past President and Trustee of the Carpenters' Company of Philadelphia and has been an active member since 1999. Bill Jr. holds a Bachelor of Arts degree from Gettysburg College, a Masters of Science degree from the University of Pennsylvania and a Masters of Business Administration degree from Temple University.

William Cumby III

President/ CEO

William (Bill) Cumby, III has over 18 years of experience in the construction, commercial real estate, and finance industries. Bill spent two and a half years co-managing W.S. Cumby with Bill Jr. prior to assuming the role of President and CEO in 2019. Prior to joining WS Cumby in 2016, he spent 15 years in the commercial real estate finance industry as an underwriter and trader for Credit Suisse and as a portfolio manager for Pacific Investment Management Company (PIMCO). At PIMCO, he acted as advisor to the Federal Reserve Bank of New York from 2009-2010 and worked in their alternative investments division, where he served on their real estate investment committee. Bill holds a BA in economics from Bowdoin College.

Craig Irvine

LEED AP BD+C - Vice President

Craig Irvine has 25 years of experience in the construction industry. Craig holds a Bachelor of Arts in Business Administration Management from Bloomsburg University. Craig is a member of the Delaware Valley Green Building council and is a Green Advantage Certified Professional as well as LEED AP. Mr. Irvine is responsible for overseeing both home office and field operations on all projects in the construction phase including, execution of contracts, project management administration and oversight of jobsite safety and execution.

Michael Boess

LEED AP BD+C - Vice President

Michael Boess is the Director of the company's Estimating Department and has 30 years of experience in the construction industry having started out in his family's construction business. Mike holds a Bachelor of Science degree in Business Administration from Elizabethtown College and continued his education at Penn State University in Construction Engineering. He has served in various management roles including Estimator, Senior Estimator, Estimating Manager and Project Manager. As Chief Estimator, he leads the preconstruction estimating, value engineering, bidding and buyout efforts.

Michael O'Brien

LEED AP BD+C - Vice President

Michael O'Brien's career in the construction industry spans more than 30 years, including experience in the construction of industrial facilities as well as owner/president of an independent contracting firm. Mike is responsible for the development of new business opportunities and the management of the company’s preconstruction services including contract negotiations, project budget development and cost control, procurement, scheduling and logistical planning. Having conducted more than 100 AIA Continuing Education Seminars on sustainable planning, design and construction, Mike has been an active advocate for the adoption of green building practices since 2001. Additionally, Mike is a current Board Member of Green Advantage and the Delaware Valley Green Building Council, where he was also served as President.

Michael Bennett

Vice President

Michael has over 35 years of experience in the construction industry. As Director of Preconstruction, Michael directs the preconstruction estimating, value engineering, bidding and buyout efforts. His responsibilities include quality control of the company’s preconstruction phase services to meet the client’s objectives with respect to scheduling and logistical planning. An active member of the Associated Builders & Contractors Eastern PA Chapter, Michael formerly served as Chairman. Michael holds a Bachelor's Degree in Environmental Resource Management from Pennsylvania State University.

We take this responsibility seriously by hiring the best construction professionals, setting the highest standards, and embracing a culture of continual improvement.

We manage a comprehensive safety program, enforced with stringent controls, that empowers all employees to become active stewards of safety. The foundation of our safety culture rests on the following principles:

  • Mandatory OSHA training and certification for all field staff
  • Top-to-bottom management commitment
  • Safety-focused pre-construction and construction meetings
  • Safety expectations in all subcontract agreements
  • High hazard pre-task planning
  • Regular third party professional job-site safety inspections
  • Consistent PPE requirements

The results of our commitment to safety speak for themselves: We have maintained a  Workmen’s Compensation Experience Modification Factor  (EMR) that is far below the industry standard. We are founding members of General Contractors Insurance LTD, a “Best-in-Class” Captive Insurance Company composed of only the safest construction firms in the nation.
